Challenges of downstreaming LLVM as an external dependency

-The aim of the round table is to discuss LLVM downstream from the perspective of out-of-tree projects compared to trunk-based ones. Two main threads will be put up:
- a general discussion on downstreaming strategies, with a possible focus on functional/performance issues that may come with bigger LLVM trunk gaps (e.g. when migrating between major releases)
- a closer look at LLVM usage as an external dependency, brainstorming on potential improvements in library API's and the framework as such that would allow for better stability across versions
