Upstream MLIR Compiler Framework

-MLIR has seen an incredible adoption, from both corporate environments and academia. However while the core MLIR infrastructure has reached a good level of maturity, the "batteries" which consists of the set of in-tree dialects and transformations hasn't. As such the barrier to build a complete end-to-end compiler with MLIR stays high, and requires redundant effort across every MLIR user.
We want to gather around various entry-points (torch-mlir, FIR, CIL, ONNX, OpenXLA, etc.), through upstream dialects (linalg, tensor, memref, vector, GPU) and create an upstream technology roadmap that all MLIR users can help build towards this goal.
